Cats are not known for being the best communicators. That doesn't mean they're silent, far from it. Our cats will meow at us from sunrise to sunset if they want something from us. What they don't understand is that we don't understand what 12 hours of meowing means if they all sound the same. Are they hungry? No, their food bowl is still (mostly) full.
